In a shocking development, Lieutenant General Igor Kirillov, the chief of Russia’s Radiological, Chemical, and Biological Defense Forces, was killed on Tuesday in a bomb blast outside an apartment building in Moscow. The explosion reportedly involved a device with an estimated power of 300 grams in TNT equivalent, according to Russia’s TASS news agency.
Ukrainian Link to the Attack
The Ukrainian Security Service (SBU) has claimed responsibility for the assassination. A source within the SBU told Al Jazeera, “We claim our responsibility for the bombing of the head of the Russian Radiological, Chemical and Biological Defense Forces, Igor Kirillov.” Both Reuters and AFP also cited Ukrainian sources calling Kirillov a “legitimate target.”
Despite the SBU’s claims, the Ukrainian government has yet to officially comment on the incident. Photographs circulating on Russian Telegram channels depicted a blood-stained crime scene, with the shattered entrance of the building surrounded by rubble and debris.
Russian Reaction
Russia has opened a criminal case and accused Ukraine of orchestrating assassinations on Russian soil since the full-scale invasion of Ukraine began in February 2022. Previous incidents include the car bombing that killed Darya Dugina, daughter of Russian ultranationalist Alexander Dugin, in August 2022.
Dmitry Medvedev, deputy chairman of Russia’s Security Council, condemned the attack, describing it as a distraction tactic by Kyiv to divert attention from its military setbacks. Medvedev warned that Ukraine’s senior military-political leadership would face “inevitable retribution.”
Foreign Ministry spokesperson Maria Zakharova criticized Western nations for their silence on the assassination. “An entire day has passed. Where is at least some sort of reaction from abroad? Where are the ‘civilized’ ones? The ‘objective’ ones?” she wrote on Telegram.
Zakharova alleged that the assassination marked an escalation of what she called “the West’s approval of the war crimes committed by Kyiv’s fighters.”

State Department spokesperson Matthew Miller stated, “I can tell you that the United States was not aware of it in advance and was not involved.” However, Miller criticized Kirillov for his role in alleged war crimes, including the use of chemical weapons in Ukraine.
On Monday, Ukrainian prosecutors charged Kirillov in absentia with the use of banned chemical weapons in Ukraine, according to the Kyiv Independent. Kirillov’s death follows heightened scrutiny over the activities of his department, including claims by the SBU that over 4,800 chemical weapon uses have been documented on the battlefield since 2022.

Al Jazeera’s Maria Shapovalova reported that residents in the area where the bombing occurred had long complained about inadequate surveillance. “Residents of the residential complex… have been complaining for years about the lack of normal video surveillance. The cameras were not recording what was happening… on those blocks of flats,” Shapovalova stated.
